The closure is expected to begin in mid May, 2004 with reopening scheduled for late July, 2004. The reconstruction of Victoria Avenue will include excavation, new road base, storm sewers, concrete curbing, sidewalks, asphalt and sodded boulevards. Included in the work, the Regional Municipality of Halton is proposing to replace the existing watermain and sanitary sewer including new services to streetline. Regional Wards 1/2 Councillor Clark Somerville; a smoker, said he did not want to open up the bylaw to exemptions because "once you start, there's no end to it," adding he supports province-wide smoking legislation. Regional Wards 3/4 Councillor Jane Fogal argued against a Legion exemption, saying smoking is a health and workplace issue and, " the veterans deserve to be as healthy as everybody else..." Ward Two Councillor Joan Robson, pointed to legal opinions against allowing exemptions, and noted she is a breast cancer survivor who does not want young woman working in bars and restaurants to have to deal with second-hand smoke. Mayor Rick Bonnette reminded councillors that at their first meeting this term of office, they wrote the province, urging it come forward with a province- wide smoking legislation. Bonnette suggested other municipalities and concerned people should contact their MPP and Premier. "We're trying to do our bit by having a level playing field within Halton Hills." Georgetown Councillor Moya Johnson said her refusal to consider a smoking bylaw exemption for the Legions "in no reflects my respect for either the veterans, or members of the Legions." "This is a health issue. People die from breathing in second hand smoke and I think it is important that we as a Council, make our community as healthy as place as possible so people can live here and live a long and healthy life,' Johnson said. A staff report found that in Peel, Legions are classified as a public place and smoking is permitted, until 2010, in a designated smoking room (DSR). Smoking is not permitted in Oakville Legions, except when it is being used exclusively for private and personal events. Council turns down Legion smoking exemption Burlington calls Legions private clubs and smoking is permitted, but if only Legion members are present. If the public is present, smoking is allowed in a DSR, but only until 2006. Milton has allowed a Legion exemption to the smoking bylaw, but the smoking rules apply to common areas and rooms when non-members are present. Guelph's smoking legislation classifies Legions as private clubs, which are not regulated under the bylaw, but if the public is invited to a Legion event, smoking is not permitted. In the County of Wellington, smoking is permitted in the club house portion of the Legion until 2008. Police said Canada Post officials conducting a routine audit discovered the owner of the Postal Zone located at Milton Mall used a fraudulent stamping system to make postage labels for outgoing mail. The labels were placed on the mail and Canada Post did not receive their money for the transactions from September, 2003.
