Final approval for the $1.9-million project is expected in mid-April when Halton's contractor will begin a $1.5- million project to replace the spine of Acton's water and wastewater system under Mill Street, from Main Street to Bower Avenue at the CN tracks. Halton will also replace pipes on Frederick, John and Elgin Streets from Mill Street to Bower Avenue and on Wilbur Street from Bower' to Church Street. When the underground work is complete, the Town will spend $338,000 -- with a 90 per cent provincial subsidy because Mill Street is a so-called connecting link between sections of Highway 7 -- to reconstruct and resurface the roads, including storm sewer and curb work. On Monday, Halton design supervisor Brenda Kingsmill said the tender has closed, and they hope to announce the contractor within weeks. She said construction will be phased, block by block, to reduce traffic problems. Through traffic will be detoured to Wallace Street and .the former Highway 25. Ron Goddard, the Town's manager of capital works, said construction won't cause "total chaos" as one lane will always be open. Hood's opponent Campbellville area farmer Gary Zemlak believes the vote was "cooked." Zemlak was nominated by Julian Reed. Even before the nomination meeting was held on March 10, riding association executive members sent Prime Minister Paul Martin a letter questioning irregularities in the way the nomination process was being handled for the new riding.
