Municipal law enforcement officer Ron Stein said the former bylaw was difficult to enforce and imprecise, some- times resulting in costly and unnecessary appeals to the Property Standards Committee. Stein said they investigated approximately 200 complaints in 2003 and issued about 60 property standards orders. The Town's property standards of- ficers are Certified Property Standards Officers; this desig- nation being recognized in the Province of Ontario. Many of the complaints are from tenants about rental con- ditions, as well as complaints about litter and derelict and unsafe properties. Stein said most people aren't interested in property standards until they have a complaint or receive an order. A complaint is investigated to determine if a bylaw viola- tion exists. If it does, the officer can issue notice or a formal property standards order, giv- ing reasonable particulars to remedy the problem anda work completion date. The property owner can ap- peal that order to the property standards committee and that committee's decision may be appealed to the Superior Court of Justice. . Stein said in an emergency, officers have the ability to is- sue an emergency order, as happened recently in Georgetown when a sign on Guelph Street was falling down and a danger to people using the sidewalk. "Tn instances like that, we go on the property and correct the violation and issue the order after the problem is corrected, and then we have to bring that matter to the Superior Court of * Justice to have a judge review our order to confirm it," Stein "Going to court is an option, but its not always the most use- ful option, because really what we need is the problem cor- rected, and taking someone to court is not always the best way _ to go," Stein-said.
