Election races leaves council with `lame duck' designation For the balance of the 2003-2006 term, Halton Hills council will be defined as a `lame duck council'. According to Section 275 of the Municipal Act, a council is declared a `lame duck' council if the new council will include less than three quarters of the outgoing council. In Halton Hills's case, while four members have been acclaimed, the races for mayor and Wards 2, 3 and 4 local seats could mean at least six new faces on the 11-member council. Once a lame duck council has been declared, the council cannot take certain actions such as hiring and firing, disposition of property valued at more than $50,000 or expenditures of more than $50,000, unless it had already been approved in the budget. Except for these restrictions, the authority of council remains unaffected. Council has two meetings remaining in the 2003-2006 term, Oct. 23 and Nov. 20 (the latter often used as a "farewell" meeting for its outgoing council members). Police blotter Acton driver facing charges An Acton man is facing charges after a driver failed to stop for a police officer who was blocking traffic in the Tremaine Rd. and Burnhamthorpe Rd. intersection due to an accident on Dundas St. in Oakville last Monday morning. Halton Police report at approximately 2:10 a.m. a Chevrolet Cavalier approached the officer at a high rate of speed, narrowly missing the officer when the driver failed to stop and continued on to Dundas St. Police say the driver of the vehicle, who was eventually stopped on Dundas St., refused to provide a roadside breath sample. Charged with dangerous driving, flight from police and refuse to provide a breath sample is Ryan Mussgnug, 18, of Wynford Place. The crew found a dangerous and lethal amount of carbon monoxide was coming from the stove and advised the homeowner to contact a certified gas technician and not to use the stove until it was inspected and repaired. ··· Halton Hills firefighters responded to a fire burning at a residence on 32 Sideroad Saturday evening after receiving a call from a passerby. When they arrived they found a large fire containing tires, paint cans and other metals. No one was home at the residence. Firefighters extinguished the blaze.
