Mayor, council call OPA NIMBY survey `insulting' CYNTHIA GAMBLE Staff Writer Thanks but no thanks is the message Halton Hills Mayor Rick Bonnette sent to the Ontario Power Authority (OPA), after receiving what council termed `an offensive letter'. OPA-- the agency that has allowed Hydro One to twin the hydro corridor through Halton Hills-- recently sent a letter to Halton Hills Chief Administrative Officer Dennis Perlin requesting his participation in a OPA-led study on "social friction, commonly referred to as NIMBYism (Not In My Back Yard), in Ontario's electricity sector." "I think they should have had this discussion before they approved (the twinning)," said Bonnette. "If I was one of the homeowners who are affected-- losing their home, losing their barn, losing the back of their property-- this is more than NIMBYism. ... I take great exception that it's considered NIMBYism." Council members urged Bonnette to send a return letter declining the offer. His reply letter read in part: "Council has found the tone of your letter to be offensive and insensitive. RICK You referred in your letter to "social BONNETTE friction" as commonly referred to as NIMBYism, we have 66 property owners who will be affected economically and socially; I hardly call this NIMBYism. I cannot speak on behalf of the affected residents but I can tell you that Halton Hills officials will not be participating in your study. The residents in Halton Hills who are affected will have a difficult time as it is dealing with the emotional issues of the OPA's decision to allow for twinning of the hydro corridor. They don't need to be used by the OPA as a future resource." "It's like rubbing salt into an open wound... and then coming and asking how it felt. The attitude (of OPA) seemed as if there was something wrong about feeling upset about it," said Ward 3 Councillor Moya Johnson. "I think what they're also trying to do, since they know it's going to become a public relations fiasco for themselves as they slamdunked the towers through, is that there isn't anything that's going to be done, but they can say we had someone go in to talk to them about it. ... It's just a PR exercise. It's insulting to the residents," said Wards 1&2 Regional Councillor Clark Somerville. "It's an exercise in futility and if I owned property there I don't know if would want them anywhere near it, and I don't think we should even allow them in this building," said Ward 2 Councillor Bryan Lewis, pointing out the very title of the study "social friction" means the OPA is aware of what they've caused. The Ontario Power Authority was the decision maker on the twinning of the Hydro Corridor and the Town only learned about it three days before the official announcement was made. Bonnette suggested concerned residents should contact Halton MPP Ted Chudleigh, because the provincial government would have more say on the matter.
