The Ministry of the Environment will serve Petroâ€"Canada with a legalâ€" ly binding order requiring the comâ€" pany to complete an odorâ€"abatement program at its Oakville refinery. Province ready to enforce refinery odorâ€"abatement program By SAL BOMMARITO Oakville Beaver Staff On Dec. 17th., the Lake Ontario refinery, located on Rebecca Street, was given 15 working days‘ notice of the MOE‘s intent to serve the order, said MOE district manager, John Budz. During that period, the company may make written submissions to the MOE‘s Central Region director with respect to the issuance of the order and its contents, he said. John Hunt, spokesperson for Petroâ€"Canada, said the company "will be able to live with" deadlines set out within the MOE‘s control order. He said the time guidelines are similar to those set out by Petroâ€" Canada in its odorâ€"abatement proâ€" gram, which the company instigated two years ago along with an environâ€" mental advisory committee chaired by Mayor Ann Mulvale. Hunt said Petroâ€"Canada has always maintained a reasonable amount of flexibility with respect to deadlines will be required for the program to be effective. "We still need that flexibility," said Hunt. In the same respect, the company understands that "it is a legal obligation to live within the requirements of the control order," Budz said the order ensures that Petroâ€"Canada will follow through with its proposed multiâ€"million dolâ€" lar odorâ€"abatement program. "(The control order) sets out dates which are legally binding" on the company, said Budz. The dates may be adjusted by the ministry at a later date, depending on how the company‘s abatement proâ€" gram unfolds, he said. The order â€" expected to take effect in midâ€"January â€" allows the province to charge Petroâ€"Canada under the Environmental Protection Act if the terms and deadlines set out are not met. Hunt said there "may be cost implications" associated with the control order which would add to the $10â€"million price tag of the program. "But (the costs) haven‘t been identified as of yet," said Hunt.
