"The message is if you want to expand trade and investment, you‘ve got to get in on the bottom step in these emerging new democracies," said Jelinek, adding, "If a business is there on the bottom step, it‘s going to do a lot better than if it comes there after the fact." The minister noted that investment returns aren‘t necessarily long term, but are short or medium term.
