"It‘s not a radical departure. It repâ€" resents a normal increase to the baseâ€" line in 1988," he told council. Under the proposal, the town will increase its rate of cost recovery to 69%, from the current 59%, of fees collected to process development applications in 1993. Salisbury said the bylaw would be reâ€"evaluated in a year to determine if a further increase is in order. He said the ultimate goal of the department is to move the recovery rate of fees collected to 80% of all staff costs. The major changes to the bylaw affect official plan and zoning amendâ€" ment applications where a base fee plus a fee based on the scale of the proposal will now be used. Under the new formula, a base fee of $1,500 will be applied to both offiâ€" cial plan and zoning amendments, in addition to a cost of $55 per residential unit and $15 per 100 square metres of nonâ€"residential space. The fee charged for an official plan amendment for a large residential development such as West Oak Trails, for example, will be increased to $69,000 from the current $1,500. A zoning amendment for the same develâ€" opment will rise to $69,000, from the current $1,100. The new bylaw also permits the town to lower subdivision application fees. to make those fees "compatible" with the new official plan and zoning application fees. _ The subdivision application fee for West Oak Trails will drop to $69,000, from the current $140,000. Fees charged for condominium, commercial, industrial/institutional and mixed use commercial/residential development applications will also increase under the new formula. Under the revised bylaw, when applications are made simultaneously for the same property, a different forâ€" mula will be used to reflect reduced staff costs. The bylaw also allows for the introâ€" duction of new fee categories for serâ€" vices not covered under the previous bylaw. For example, fees will now be charged for temporary use bylaw extensions, minor revisions to plans of subdivision and condominium after draft approval, revisions of conditions of site plan approval and for final inspection for release of 15% holdâ€" back. The current fee schedule will be revised to take into account staff cost increases in those areas, as well as cashâ€"inâ€"lieu of parking, Rental Housing Protection Act and land diviâ€" sion applications.
