Complaints made by nearby merchants about the property have prompted Town of Oakville bylaw enforcement officials to tuke action against the developer â€" Bulut Construction Ltd. 4 "We are proceeding under the property standards bylaw against the owner," said Phil Bouillon, the town‘s supervisor of bylaw enforcement and licensâ€" inc commissioner. The property â€" slated for development â€" has been a source of irritation to the town and nearby merâ€" chants for more than two years. Property owner Peter Bulut was recently issued a building permit for the property and plans to begin construction of a commercial plaza on the site some time this spring. Site plan approval for the project was issued in 1991. Bouillon said Bulut has been given written notice he is in contravention of the property standards bylaw. The notice outlines bylaw violations on the propâ€" erty which include: unsightly condition of the woodâ€" en‘and plastic enclosures; onâ€"site piling of fill and nonâ€"collectable waste â€" namely asphalt; onâ€"site debris; and unsightly condition of onâ€"site signs. _ Bulut must come forward by March 17th with "an acceptable timetable for correcting the particulars of nonâ€"conformity" contained within the notice, Bouillon said. "If he has corrected or commenced construction and erected the hoarding completely around the site we.can hold any further action in abeyance," he said. Bouillon said the developer could face a fine of up to $10,000 if the bylaw infractions on the properâ€" ty are not addressed. The issue came to a head last month after merâ€" chants who had tacked up signs on the plywood hoarding surrounding the property were told to remove the signs â€" because they contravened the town‘s sign bylaw â€" or face legal prosecution. The merchants objected, charging their signs were minor issues compared to the real issue: the poor condition of the hoarding and the property in ceneral. "(The hoarding). blocks and overpowers the view of my store from Speers Road. It also makes the whole area look like the slums and ghettos of Oakville," Bannister said at the time. Bannister said the property, which is easily accesâ€" sible, contains pools of standing water which may pose a danger to children playing in the area. Bannister took his sign down Feb. 17th after receiving assurances the town‘s bylaw enforcement department was finally prepared to act against the property owner.
