Region says no to NEC responsibilities Halton regional council last week voted 12â€"9 against joining a bid to transfer Niagara Escarpment Commission functions. But Halton Hills councillior Pam Johnston won‘t let the issue die there. Employing a littleâ€"used technicaliâ€" ty Johnston, who wants Halton to gain control of some NEC functions, voted for the opposite side Wednesday. That leaves the door open to discuss the matter again. Johnston is gambling that her group will gain new strength when the three councillors who were absent Wednesday return. Procedure dictates that only someâ€" one who initially voted against a given idea can attempt to have it reconsidered, the understanding being that the councillor in question has somehow had a change of heart. But there is no rule to stop a counâ€" cillor from voting against his or her conscience in order to gain the power to have the topic reâ€"opened at a subâ€" sequent meeting. As soon as the 12â€"9 vote was taken, Johnston did so. â€"There‘s still no guarantee her plan will go anywhere: While she has the right to ask for reconsideration, twoâ€" thirds of council must vote to sancâ€" tion the move. Regional chairman Peter Pomeroy thought that unlikely, given the closeness of the vote. "To sell two thirds of them ... that‘s going to be pretty difficult." / Burlington â€" Mayor Walter Mulkewich, who opposes Johnston‘s regional council faction, said her tacâ€" tic amounted to "playing games. I don‘t think the public of Halton will be impressed." _ Barbara Halsall is president of Protect Our Water and Environmental IA\ 2/ -lv.â€"w‘ oS dnA e mm Peter West, otherwise known as VE3HG, of the Oakville Amateur Radio Club makes contact with an Italian counterpart in a recent CW (Morse Code) International Contest held in town recently.About 24 local ‘Hams‘ took part in the contest which gives members an opportunity to sharpen their emergency preparedness. She was angered by Johnston‘s tactics. "I just find it amazing that councilâ€" lor Johnston wants to take council back through this. She‘s lost the respect of lots of members of council by doing this." Lois McClure, a spokesperson for the Niagara Escarpment Landowners Coalition (NELC), endorsed Johnston‘s strategy. "I think it‘s great. I think we‘ll win if we have everyone (all the counciliors) there." The NELC, reportedly more than 600 members strong, is the group lobâ€" bying to have part of the NEC manâ€" date transferred to regional and counâ€" tyâ€"level governments. The NELC argues that, in governâ€" ing land use along the Niagara Escarpment, the NEC has shown little public accountability, scant appreciaâ€" tion for reasonable development proâ€" posals, and a tendency to expand its bureaucracy. The longâ€"term NELC plan is to convince municipal governments along the escarpment they should join in lobbying the province to yield NEC development approval powers to local government. The NEC supporters on council contend environmental protection of the 700â€"kilometre escarpment will be eroded if the various local governâ€" ments along it control development in their jurisdictions. According to Halton treasurer Joe Rinaldo, it would cost regional govâ€" ernment between $155,000 and $170,000 more annually to assume development approval from the NEC.
