levels from St. Lawrence facility By SAL BOMMARITO Oakville Beaver Staï¬' citizens’ group has failed Ain its ï¬rst bid to have the Environmental Assessment Board broaden the scope of an emission testing program current- ly underway at the St. Lawrence Cement plant in Clarkson. On Wednesday, a three-member panel ruled against a motion by Julie Bart, head of Residents Against Cement Company Pollution (RACCP), asking the board to direct SLC to conduct tests to determine whether conâ€" taminants are being discharged from the plant. Two more motions by Bart - one requesting the company pay for an independent audit of its test program and a second asking the company to undertake additional testing to calculate point of impingement (the distance particu- late from the company’s stack travels before coming into contact with surrounding structures) - will be dealt with by the board when the hearing resumes April 8th at 9 a.m. at the Oakville Municipal Buildings. “I hesitate to deal with your motion because some of my per- sonal feelings belong in the over- all ï¬ndings of the board. There’s been a lot of evidence heard,†said Henry. “It’s the responsibility of the board (in issuing its final rul- ing) to conï¬rm, add to or revoke the (Ministry of the Environment’s) director’s order.†Back in 1991 the MOE ordered SLC to install a baghouse - a large filtering system - to control dust emissions from the main stack of the cement plant. But SLC appealed the order, resulting in an EAB hearing on the issue which began last October.
