THE OAKVILLE BEAVER Friday, April 2, 1993 â€" 4 Police continue investigating woman‘s coercion complaint By ANGELA BLACKBURN Oakville Beaver Staff n internal Halton Regional _.% Police investigation of a complaint by a 23â€"yearâ€"old Oakville woman, who claims a male detective coerced her into confessing she lied about being sexually assaultâ€" ed and robbed in Edgeware Park last year, has been delayed pending furâ€" ther investigation. Instead of going to Police Chief James Harding for decision, the Professional Standards Bureau is conâ€" tinuing its investigation. "‘The decision will be delayed until we do some finishing up work on the case," confirmed Det. Sgt. Ted Waller of the police Professional Standards Bureau. Last month, Waller said the invesâ€" tigation into the woman‘s complaint was complete and a final report was forwarded to both the complainant and the two subject officers for comâ€" ment. Harding was supposed to receive the report on March 30th for considâ€" eration and decision. However, the responses from both the complainant and the officers called for further investigation. "It‘s not really (new information). It‘s some concerns the complainant had about the final report...I‘m not going to get into the details...and also some concerns the subject officers had as to the final report," said Waller. "There is some more work to do on the case before we take it to the chief. I have no idea when it will go back to the chief. There are other peoâ€" ple we want to speak to and get stateâ€" ments from," said Waller. Waller said the extended investigaâ€" tion should take at least "a couple of weeks" before another final report is sent to the complainant and subject officers for comment before making its way to the chief. At that point, the chief has up to six months to make a decision. Waller said such decisions are usually made as quickly as possible in Halton. The Oakville woman launched her complaint early this year. In November 1992, the woman reported being sexually assaulted and robbed at knifepoint by man in Edgeware Park. Police later said she made up the story and selfâ€"inflicted some of her resulting injuries. On Feb. 3rd, the woman filed a complaint that she‘d been coerced by the police into confessing that her original report was a lie. The police service‘s Professional Standards Bureau began investigating immediately. Five weeks later, a a 30â€"day interâ€" im report was filed with the comâ€" plainant and two subject officers, and a final report was completed March 12th and mailed March 16th to the complainant and subject officers. They had 14 days to take issue with the final report. The woman has reserved public comment until Harding had made his ruling. The original professional standards bureau detectives had reviewed the investigative file, officer notebooks, a video and evidence, related to the case of the alleged attack in Edgeware Park. That investigation included each of the subject officers‘ responding to allegations in writing. When Harding does get the file for decision, he will provide his ruling, in writing, to those involved. A meeting to reach an informal resolution with the complainant was held shortly before the final report was issued. Nothing was settled. Harding has several options to consider in his decision ranging from no further action be taken to the layâ€" ing of criminal charges. Food bank‘s shelves need to be restocked Easter is just around the corner and the Fareshare Food Bank needs help in restocking its dwindling supplies. The Fareshare Food Bank‘s annual Easter Food Drive takes place April 7th to 12th. "We really need this food drive at Easter to keep us going throughout the year," said Laura Watson, a Director at the Food Bank. As well, the food bank is in need of volunteers to help sort the donations it receives. Last year, approximately 60,000 pounds of food was donated to help Oakville‘s needy. "That‘s when we really need the added help," said Watson. Presently, there are 30 regular volunteers as well as those who help out when they can, but this is not enough to deal with the rush of donations they receive at Easter, says Watson. Donations can be dropped off at any local fire station, supermarket food drop or at the Fareshare Food Bank at 1240 Speers Road, Unit 6.
