They were eventually released on order from Ontario's Information and Privacy Commission. In January I992. Scheel gave the board, a report which alleged potential abuses of the Key Communicator program and called for its abolition. Burlington trustee Linda Glover calling for the board "to apologize for allowing a public debate and vote based on rationale not released to the public." "As a group the key communica- tors were maligned on more than one occasion and little in the way of public support was given by the board. It is in order to rectify this injustice, and in response to the let- ter from the (four) key communica- tors, that I am making the recom- mendation," said Glover. Controversy about the program arose when several Oakville resi- dents began asking questions about the program in light of the Oakville- Trafalgar High School relocation. The apology was being sought from three key communicators (Kathleen Hadley, Marilyn Henderson and Anne Jones) and the spouse (Sandy Van Harten) of another who wanted the board to apologize for the ridicule and embarrassment suffered by key communicators in the controversy. Their request was acted upon by Glover who presented it as a motion to board trustees. The Key Communicator program was initiated by board administra- tion who recruited community members. This would mark the first tin! in Oakville's history such a pr cess involving the mayor woul be undertaken. In January 1992, Scheel failed to persuade the board to abolish the program. Instead. the program was frozen by education director Bob Williams, Staff have not yet pre- sented a report on the program although they have been directed to do so. Nor did they feel it was their fault the board had remained silent on the program, since administra- tion to date hasn't made a report on the program. Oakville Ward 2 trustee Cheryl Reid said she never meant to malign anyone but said, "lt's not my pro- gram, I never supported or voted for it and certainly not the way it has developed." Reid said the issue had been blown out of proportion. Those voting to express regret included Oakville trustees Lynne Clark, Penny Siebert and Debbie Marklew. Oakville trustees voting against expressing regret included Limits Lane, John Scheel and Cheryl Reid. I Despite the debate Thursday, no action was taken to reinstate the program which still remains frozen. Some trustees, Thursday, felt they had nothing to apologize for since the program was initiated and run by the administration. Scheel cited examples of board administrative correspondence which he said indicated administra- tion recognized the problems with the program. He said administration failed to take action. While there was no legal requirement for Mulvale to ste down in order to become a uni date in the upcoming federal el tion, a victory would necessitate her resignation. At that pointy Council must officially declar/e her office vacant and consider two options: hold a town-wid by-election or appoint someon from within their numbers to t , her place. "Administration missed the boat, it's their obligation to clean it up," Scheel said. "I'm not apologizing because it's not a board program. There's no way I'm apologizing. It's the direc- tor's problem, he started it," said Scheel, who received a warning from board chairman Dave Coons when he began asking for Williams to apologize.
