This was one of the points made by the Bank of Montreal‘s chief economist when he outlined Canada‘s economy to members of the Halton Centre Progressive Conservative Riding Association here Thursday. He said Canada has pulled itself back from the brink of economic disaster by stabilizing low interest rates and keeping inflation at 1 1/2%, the lowest it has been in 25 years. By doing this, the Governor of the Bank of Canada, John Crow, has achieved what he set out to do â€" price stability â€" which Atkinson escribed as "a very good news story." However, in a weak econoâ€" my, Atkinson said there is a real risk of swinging into deflation, someâ€" thing Crow does not want. Is Canada‘s economy really recovering? Yes, to a certain extent but it‘s a weak recovery, noted Atkinson. This is due partly to its slow real growth rate which this year will be under three per cent, .1 . Then, too, 45 of its 50 states are constitutionally not allowed to run budget deficits so they are cutting down on expenditures. As well, U.S. corporations, although graduâ€" ally repairing their balance sheets, are facing weakening investments, the recovery backbone. Canadians are not spending their way out of a recession this time, said Atkinson, when the personal savings rate was 18%. Today it‘s 10%.
