And one standard question she is sure to ask applicants is "Why do you want to become a Canadian citâ€" izen?" Appelt says she does not have the authority to question a person‘s motives for applying for Canadian citizenship, unless it is obvious that the applicant is seeking citizenship of convenience. "If I suspect that the person does not intend to make Canada his or her permanent place of residence, I will question that," she said. "it is one thing to establish a residence in Canada, it is another to maintain it." LANGUAGE WAIVER Applicants must also have an adequate knowledge of one of the two official languages. In the case of senior applicants, Appelt has the authority to recommend that the Minister of Multiculturism and Citizenship waive the language requirement. On average, she feels that Canadian born citizens are not as knowledgeable of their country as the new Canadians. "These applicants, because they have chosen Canada," said Appelt, "usually believe it is their responsiâ€" bility to learn as much as they can about the country." Having fulfilled the requirements for citizenship, the applicant swears the Oath of Citizenship and receives a certificate from a judge at a speâ€" cial ceremony followed by a recepâ€" tion often hosted by local organizaâ€" tions. ' I remember my citizenship cereâ€" mony clearly as one of life‘s mileâ€" stones with all the emotion it evoked. I shared that day with my husband who, 17 years earlier, had Batteries/tapes/CDs/accessories/adapters not included unless specified. Jamaicanâ€"born Appelt also recalls the absence of pomp and ceremony when she chose to become a citizen 25 years ago. But there was a special touch to her citizenship. "I didn‘t go to a court ceremoâ€" ny," she said. "The waiting time was much shorter; I didn‘t have a reception and I didn‘t sit in the presâ€" ence of a judge." Appelt, who had married a Canadian, obtained her citizenship without telling her late husband David of the commitment she had made. "I wanted to surprise him," she said. "In those days, you got a huge certificate; I packaged it and gave it to him at Christmas, with all my love." Appelt‘s husband died last year after a long illness. PLEASANT SURPRISE No one was more shocked than Appelt when she was first named as a citizenship judge in 1987. She remains the only black woman of the 32 female citizenship judges. "The appointment was a pleasant surprise," she said, "but at the same time, I knew what I did in the past "I swear (or affirm) that I will be faithful and bear true allegiance to Her Majesty Queen Elizabeth the Second, Queen of Canada, Her Heirs and Successors, according to law and that I will faithfully observe the laws of Canada and fulfil my duties as a Canadian citizen." "On has to have sensitivity, like and care about people and have a strong interest in community." Appelt‘s career path is eclectic. Besides owning her own catering service and being food editor of Excellence magazine, she is a decoupage artist, with works disâ€" played in Ontario, at the American Museum of Natural History in New York and in Jamaica. All this began with an education and research work in biochemistry. Since moving to Oakville from Montreal 20 years ago, she has been involved in a myriad of community activities, Appelt has been the founding member of the Women‘s Mosaic in Oakville, a member of the Oakville Multicultural Council, an executive member of the Canadian Multiculturalism Council and Chairperson of the Annual Harry Jerome Awards for sports excellence. Until recently, she was a member of the Board of Trustees for the Greater Toronto United Way. "One‘s life does not become fulâ€" filled until one gets involved with community work," says Appelt. "Nobody has a right to pass through this world without making a contriâ€" bution." $ WEEKDAY PER PERSO! (open 7 days a week) W July 14, 1993 #" Doz. Doz.
