By HOWARD MOZEL Oakville Beaver Staff "We have undertaken this for the community at large," says Don Robinson who, by the way, doesn't even own a boat. f there is a single misconception I about the Oakville Harbours Development Authority its chair- man could clear up, it's that his orga- nization is an elitist body pandering to the whims of rich boaters. Another myth is that taxes pay for the Authority's activities when in fact Oakville's two harbors and their envi- rons are supported by boaters and their docking charges. (This includes private security and dredging.) Any capital projects - such as the proposed interim floating docks near the Outer Bronte Harbour - would be drawn from a reserve fund which would be replenished from these fees. Robinson and vice chairman Angus Kyle took time out recently to explain the inner workings of the Authority. Because their organization will soon be soliciting suggestions regarding future plans for the har- bours. both thought it best that the public understand what they're all about. The Authority itself was created in 1973 after the Council ofthe day rec- ognized that the potential of thkville's two harbors (the "gems" of the community, says Kyle) had been badly neglected. It consisted of appointed volunteers, Town staff and members of Council. The body's first year was spent tending to areas in need of clean-up and planning for the future. The Master Plan it produced was present- ed to and accepted by Council in spring 1974. That summer, Gurth Bramall became Harbour Master to oversee the Authority's plans and policies and only recently retired than that position. July 28, 1993 Whenever the Outer Harbour project creaks into gear once again the Authority will be front and cen- tre with suggestions regarding items contained in the plan. As it stands now, the Master Plan calls for 450 moorings with only 200 spaces set aside for storage. Although appoint- ed by Council, the unpaid volunteers (onlythmeofwhomateboaters)ate known for their "push and pull" with bureaucrats. The Authority's mandate came to a practical end last year when the Harbours Master Plan was completed. Rather than become a relic or dissolve entirely. the Authority remains vital by fine-tlining the existing harbours, planning for the future and anticipat- ing a pivotal, hands-on role in manag- ing the Outer Harbour. One thing Robinson wants to make clear is that the Authority is seeking information - not money. Because its mandate also extends along the lakefront. the Authority isn't waiting around for the Outer Harbour to take shape before tackling short-term projects in the meantime.
