By HOWARD MOZEL Oakville Beaver Staff While boaters enjoy this pictureâ€" perfect summer the Oakville Harbours Development Authority has been busy at work seting matâ€" ters ranging from boat ramp safety to crumbling lagoon fortifications. At a recent meeting, Authority harbor maintenance head Rob MacKay estimated that repairs to the existing lagoon walls, or "gabions," at Shipyard Park would cost about $135,000 and advised that these repairs be carried out soon. According to Authority viceâ€" chairman Angus Kyle, gabions are a specific kind of construction used to hold back water. The ones in quesâ€" tion were built almost 20 years ago and are now settling and starting to erode. During this year‘s spring thaw the lagoon walls were comâ€" pletely under water. As a result, the new and improved gabions must be raised. The Authority also plans to retain the services of a coastal engineer, using funds from its reserve account, to study the problem and place the item as a "high priority" for its 1994 Budget. "This is another example of how the harbor is being maintained withâ€" out going to the taxpayer for money," said Kyle. For example, while dredging of Bronte Harbor was done only last year (and under budget) Kyle explained that an accelerated silt problem has forced the Authority to perform this activity at shorter interâ€" vals. In 1989 Town Council closed the ramp â€" which has been used for 30 years â€" for safety reasons. (Kyle said it was not protected from wave action or bad weather.) After many comâ€" plaints it was reâ€"opened in 1990 but was subsequently damaged during a recent storm. Still, many boaters use the facility to launch small, carâ€"top craft and are advised that they do so at their own risk. Kyle says this is fine and good but fears the Town may be exposed to liability. The Authority has now resolved to refer closure of the ramp to the Master Plan for further study. In the meantime a concrete barrier will restrict the size of vessels that can be launched from the site.
