In her address on violence and racism, Elizabeth Welsh of the Halton Race Committee, began by noting that everyone has been fed prejudice of some type or another in childhood, although it isn‘t until they are about three years old that children notice any differences. "We are raised to be intolerant," she stated. We all believe our way is best and sometimes we will kill to prove it." and sometimes we will Kill to prove it. As in the rest of Canada, she said Halton suffers from raceâ€"related vioâ€" lence that has not, as yet, "torn apart the fabric of our society." Yet it presents a myriad of problems for social service workers who, in dealâ€" ing with unfamiliar cultures, find it difâ€" ficult to distinguish abuse in the ordiâ€" nary sense and behavior stemming from traditional values. Many police officers, too, are expressing frustration when they are accused of racism when trying to treat everyone equally. On the other hand, mothers have voiced fears their black sons will receive unequal treatment at the hands of the police. "I‘ve heard both sides," she said. Besides working with people who have experienced harassment, she said her committee is bringing forward poliâ€" cies to stem raceâ€"related violence in Halton. For example, it is drafting a policy for police officers incorporating Reducing incidents of abuse against this age group calls for the ability to detect it in the first place as well as measures to combat it, said Okuloski. To this end, the Elderly Abuse Advisory Committee and its 25 members put together a policy calling for open communication with commuâ€" nity agencies dealing with the elderly. Besides being involved in screening volunteers and staff, the committee developed a protocol of action to be followed by agencies whenever elder abuse is encountered. ‘"We are teaching officers to look around â€" to check the fridge, for instance, to see if there‘s any food there," said Okuloski, adding: "Quite frequently we run across family memâ€" bers who are very interested in taking over financial matters for seniors who still have all their marbles." TOLERANCE OF RACE These agencies include policing ser vices. â€" in some cases for fear of family recrimination â€" their lack of confiâ€" dence in the system, as well as not knowing about the agencies which could be of help to them. Others who meet abuse and should report it often don‘t because they believe they could become liable if no police evidence of abuse is found. This is one of the topics to be addressed at an upcoming Halton Conference on Elder Abuse sponsored by Halton Regional Police Service (825â€"4777 Ext. 5053) on Oct. 7th. Dubbing it "the hidden crime," Acting Insp. Dan Okuloski of the Halton Regional Police Services and Chair of the Elder Abuse Advisory Committee noted the difficulty in uncovering incidents of elder abuse. He put this down in part to seniors‘ reluctance to report this type of crime (Continued from page 15) their tactics which can take the form of ostracizing (especially among female students). When it occurs, a "firm and clear consequence" will follow, includâ€" ing notifying parents and ‘direct school punishment such as a detention. At the same time, he said the board would act preventatively by attempting to switch the bully‘s attitude from negative to positive. "Often they don‘t realize that their workplace policies favor the white mainstream worker." SEXUAL ASSAULT Susan Peacey, of Halton Family Services, centred her address on vioâ€" lence against women, more specifically sexual assault which she defined as "any unwanted act of a sexual nature being imposed upon another person." It is also coâ€"operating with the Rape Crisis Centre in translating material into different languages for those peoâ€" ple who don‘t understand the concept of a crisis centre. As well, a new partnership of seven Halton agencies has been formed to develop programs around the issue of racism. steps to take in dealing with violence with racial overtones.
