I think people will be watching closely to see how the Reform measures up to its promises and expectations." She described the Reform as an "interesting party, and the Liberals will have to be cognizant of the points of view expressed by those who supported Reform candidates. "All of the provinces are suffering from the constitutional changes the Conservatives made regarding the transâ€" fer payments, and it is these payments on which our health care and education systems are largely measured â€" our medicare depends on federal transfer payments to the provinces. Bouchard and the Bloc have expressed an emphaâ€" sis and adamancy" regarding this issue, said Sullivan, adding constitutional changes regarding transfer payments are also a priority of the Liberals. Sullivan said the Bloc has yet to prove themselves in Ottawa. "I think (leader) Lucien Bouchard will have a job at just keeping some of his members in line," said Sullivan. "Clearly they will want some constiâ€" tutional changes, and I think their first issue will deal with transfer payments to the provinces. The Bloc will be watchâ€" ing these decisions very closely.
