Turning Point, a plan to replace the existing General Welfare Assistance (GWA) and Family Benefits Assistance (FBA) programs, was unveiled by the Ministry of Community and Social Services last July. The plan outlined the framework for three new programs: the Ontario Child Income Program (OCIP), the Ontario Adult Benefit (OAB) and Job Link, to replace existing social assis- tance programs. The plan has three objectives: to reform the social assistance system, address child poverty and provide job opportunities and training programs for employable social assistance recip- ients. Halton officials say these objec- tives are admirable, but many expressed skepticism over the plan during a health and social services meeting Tuesday. "I'm nervous about this one. It has large financial implications for us," said Chairman Peter Pomeroy. The current social services system is paid for jointly by municipalities and the province. Municipalities. however, administer the system. While municipalities favor the removal of social services expendi- tureshomthepropertytaxbase,they don't want to negotiate any changes to the current set-up on a piecemeal basis, Pomeroy said.
