This is not to say the people at the town do not try - but it is the impres- sion that counts with people rather than the reality. Reality may have staff and coun- cil wishing to accommodate citizens; the process of municipal government itself coupled with the austere quar- ters of the chambers leaves a very different impression. Last Monday was a case in point. Frank Manchisi, a man who speaks English as his second lan- guage entered the place he called the "court" to put his case about his sign before council.
