"MVA is an art and not a science." "Burlington feels like they‘ve been robbed," says Kedzior. "With that kind of mind set I don‘t know how they can buy into anything." Kedzior went on to say that, in its most simplistic terms, UVA is a far more objective approach than the rather subjective MVA system. Unfortunately, Regional Council is bound by the requirement of a threeâ€" quarters vote in order to overturn its previous decision. This, he says, is not likely to happen since Burlington with its nine seats can effectively block any reversal. The Citizens Committee commisâ€" sioned to investigate solutions to the dilemma approached the problem from a regionâ€"wide perspective. "There is no simple solution, no easy answer." Another major problem with MVA lies in its sheer complexity. Kedzior says there are so many variables and elaborate equalization factors that the average homeowner is left scrambling to keep up. "As an individual you just can‘t understand it," he said. What impact MVA will have on the commercial/business community Scotiabank 3 Own some land? Here‘s a tree deal for you The Halton Region Conservation Authority is still accepting applications for seedling planting for spring of 1994. The trees are planted as part of the Conservation Authority‘s Private Land Reforestation Assistance Program. In order to qualify for the program, the land must be within the Halton Region Conservation Authority‘s watershed and the landowner must own land in excess of two hectares. The trees are 10¢ each, with a minimum order of 100 trees and 50 trees per tree species. The Conservation Authority will plant a miniâ€" mum order of 1,000 trees for a nominal planting charge. The minimum penalty for a first offence is a $300 fine and a oneâ€"year licence suspension. A second offence will get you a minimum 14 days in jail plus a twoâ€"year suspension. Following that, drunk drivers will be levâ€" elled with 90 days in jail and a threeâ€"year licence suspension. Landowners interested in our tree planting program should contact either Jeff Smith or Bill Gaines at 905â€"854â€"2741. OPP starts RIDE program today Starting today, the OPP will once again be joining police services across the province for this year‘s Festive Season R.LD.E. (Reduce Impaired Driving Everywhere) campaign. The program, which runs through Jan. 1, 1994, has been in operation since 1987 and has proven to be an effective deterrent to drinking drivers. During the festive campaigns of the last four years alone, OPP officers have checked more than 1.2 million vehicles, issued more than 3,700 12â€" hour licence suspensions and laid in excess of 1,600 alcoholâ€"related charges. s D'uring the 1992 R.ILD.E. initiative, the OPP‘s Burlington Detachment checked 4,199 vehicles. This resulted in three 12â€"hour suspensions and a pair of charges for impaired driving. Impaired drivers involved in accidents in which an injury occurs are subject to a 10â€"year licence suspension. If a death results the penalty jumps to a possible 14â€"year prison term and a lifetime licence suspension. remains, in Kedzior‘s words, the "big unknown." "I am concerned that the lack of an impact study as a prerequisite to implementation may result in severe tax increases for some business ownâ€" ers," said Kedzior. "As I see it, there is no avenue to allow a phase in period for businesses faced with a tax increase of 100% or more." "I would hope that Regional Council will immediately commission the Citizens Committee to study UVA as a viable alternative to MVA," he continued. "Initial findings by the (committee) indicate that UVA may very well be a fairer system of taxaâ€" tion."
