"The entire region, including all the municipal governments and school boards, has given back about $25 million in Expenditure Control Program (ECP) and Social Contract cuts to the province," Rinaldo said. All agencies which receive a grant from the region have been told the 1994 budget guideline is for a 3.5 per cent cut across the board. The only exception is the Children's Aid Society. Rinaldo told the committees that few agencies have expressed any real difficulty with the regional guideline. Bonnie Ewart, commissioner of social services, said her depart- ment's budget is actually slightly reduced, but the problem is in the over-budget amount from I993 which must be carried forward into 1994.
