The Manga Report, commissioned by the Ontario Ministry of Health, reviewed all of the international evidence on the management of lowâ€"back pain and concluded that "chiropractic management is greatly superior to medical management in terms of scientific validity, safety, costâ€"effectiveness, and patient satisfaction." The 216â€"page Manga report was carried out by a team of distinguished, independent health economics at the University of Ottawa. The principal authors of the report are Professor Pran Manga, MA, Ph1), Director of the Health Administration program, and Douglas Angus, adjunct professor of Health Economics. The study is significant since lowâ€"back dysfunction costs society billions of dollars annually in work productivity, unnecessary surgeries and other ineffective and expensive therapies. The report is clear and conclusive in its findings that society must turn away from the traditional therapies of drugs and surgery for the management of lowâ€"back pain. This study, based on international evidence, was not done by chiropractors, but by leading, unbiâ€" ased health economists who were commissioned by the Canadian government. The study was to investigate the validity and costâ€"effectiveness of chiropractic management of lowâ€"back pain. It advises that chiropractic services be fully insured and fully integrated into the National Health Plan. It also recommends that chiropractors be employed by hospitals, be given hospital privileges in treating their patients, and be given access to pertinent patient records and tests from hospitals, diagnostic facilities, physicians, and other health care professionals. It also suggests that chiropractors be involved in assessing policy, > _ procedures and treatment of workers with back injuries on the Workers‘ Compensation Board. In / addition, the report further recommends that government funds and resources.be made available for more clinical research regarding chiropractic care; that chiropractic education be included in multiâ€" _ disciplinary universities with appropriate public funding; and that the government actively encourage f\ cooperation between chiropractors, medical practitioners, and physiotherapists. 4 In the conclusion of his report, Dr. Manga, a member on many advisory councils of the Canadian {/ government and known for his expertise in health administration and economics advises that "chiroâ€" , practic services be fully insured under the Ontario Health Insurance Plan."
