The 0% mill rate increase for 1994 is the lowest in recent memoâ€" ry. Last year the 1993 Budget Committee claimed that honor with a 1.97% increase. In previous years the mill rate increase fluctuated wildly: 2.75% in 1992, 5.70% in 1991, 8.4% in 1990, 6.8% in 1989 and 4.6% in 1988. .
