ine 8, 1994 ocal Legions still vague on hether they‘ll permit turbans Last week, on he eve of the Oth anniversary £ Dâ€"Day, more an 75% of the , 500 delegates ttending a ational convenâ€" on of the Royal ‘anadian Legion Calgary voted gainst an execuâ€" ve proposal to llow religious headdress be worn side of Legion halls. The vote was 959 to 629 against the proposal. The presidents of both local egion branches, William Allan of akville and Reg Phillips of Bronte, pffered "no comment" when asked ‘bout the decision, adding "I have to eet with my executive." Because the National Command‘s proposal to low religious headdress inside of egion halls was rejected, local ‘ranches are free to set their own rules bf admission. "The issue is that the National ommand wanted to dictate to the ranches with this resolution . . . tell s what to do, and we said no," said a ocal Legionnaire who wished to emain anonymous. "There is no headdress permitted, o hats are allowed in the Legion, out bf respect for the soldiers we have ost," the local Legionnaire continued. ""When a Sikh or a Jew comes to he Legion wearing a headdress, he is ked to remove it; that is our policy. hat has been our policy over the past 60) years, that has been our rules hnd regulations since Day One of the egion." He explained the issue arose as a esult of a "radical group wanting to ‘hange our policy. "We only keep our hats on when e‘re on parade. We parade in full |iniform. Every other time we take our ats off, out of respect. "‘The problem is that we have radiâ€" cal groups coming here, and they want to change our rules to their way of O . "Canadians are losing their identity »veryday. Everybody has their identiâ€" ty, but it‘s the Canadians who made this country." f The controversy arose, and was voted on last week after Pritam Singh auhal, a Sikh who fought beside anadian soldiers, was refused entry into a Legion hall in Surrey, B.C., on Remembrance Day. The veteran of he British Eighth Army in North Africa was invited to march, with fother veterans; however, when he refused to remove his turban for reliâ€" gious reasons, Jauhal was not permitâ€" ted to enter his local Legion hall. Similarly, five Sikh veterans in Newton, B.C., were invited to particiâ€" pate in the Remembrance Day parade, and because they wouldn‘t remove eir turbans, were also refused entry. The controversial vote by Legion delegates at the national conference does not sit well with the local Jewish and Sikh communities. "It is very unfortunate and disapâ€" pointing as far as Sikhs are conâ€" cerned," says Ripsodhak Singh Grewal, a civilian employee of the Halton Regional Police at its Bronte headquarters and a local spokesman or the Sikh community. "To me it‘s ignorance," said Grewal, noting Robert Ford, the efgion‘s national chairman of 18 ars, resigned following the controâ€" frersial vote. I would call it a travesty of freeâ€" doms when they, the Legionnaires decided to uphold the bylaw restrictâ€" ing veterans who wear skull caps and urbans from entering the Legion, allowing cowboy hats to be worn in Calgary (during the Calgary tampede). That tells me something." The wearing of cowboy hats inside he Legion halls in Calgary during the stampede to be "totally out of conâ€" ext" with the ban on turbans and armulkes, said Grewal, "and I think hey had better have another look at t,†RIPSODHAK SINGH GREWAL He described the decision as being ‘very sad. The wearing of turbans (for religious reasons) is not a disrespect to anybody. "I personally find it very disturbâ€" ng," he lamented, adding the decision nay be unconstitutional under the harter of Rights and Freedoms. Grewal‘s great maternal uncle was a soldier in World War IL. "During the war, Sikh soldiers earing turbans carried the wounded, d were not asked to remove their bans. Sikh soldiers have also fallen. he Sikh soldiers are like other veterâ€" fins, having fought for freedom, liberâ€" y, integrity, and dignity â€" human ights that are held very dear by peoâ€" ple in general." Grewal added "many eople, including ‘second generation eterans,‘ are supporting us." The Legion‘s decision "goes hgainst what they fought for," Grewal ontinued. "It‘s a mockery of the great acrifice made by the Allied Forces . . removal of our turbans is a denial of bur human rights and freedoms." Rabbi Edward Goldfarb of Shaarei Beth El Synagogue called the deciâ€" ion not to allow turbans and girmulkes inside Legion halls ‘unforâ€" nate.‘ "Unfortunately, there are still peoâ€" 4 ple in this coun: try who equate | being a Canadian | with Christian practices. Many members of the Legion seem to }, be closed minded to the cultural mosaic of Canada, and the Christian custom of baring the head as a sign of respect (for the dead) is one that the members wish to retain." Goldfarb added it is "unfortunate" that Legion members were not "willâ€" ing to broaden" their minds "both reliâ€" giously and culturally.
