First, it is a family picnic. Participants are encouraged to assemble as a family and picnic in style. There are prizes to be assigned to the "most elegant" and to the "most original" of the picnic spreads. By BELINDA SUTTON Special to the Beaver They evaluated response time and other factors as they participatâ€" ed in an imaginery scenario in which about 200 barrels â€" about 30,480 kilograms (30 tons) â€" of a heavy industrial fuel known as bunker oil leaded into Lake Ontario from a split in a loading hose. "If we had (used) real oil or something to simulate oil, I think they would have learned that maybe they should have done a couple of things differently to contain it (spill) better. But every time we do an exercise, there are always things to be learned." The exercise began about 8 a.m. at a Petroâ€"Canada dock about two kilometres (1.2 miles) west of Oakville Historical Society hosts Picnicâ€"inâ€"theâ€"Park this Sunday easide Park, at the foot of Navy Street, will be the wl scene of the Friends of the Oakville Historical Society‘s annual Picnicâ€"inâ€"theâ€"Park. Several dozen refinery, governâ€" ment, fire, and coast guard officials spent four hours Tuesday testing out Petroâ€"Canada‘s emergency plan for an oil spill. Bronte Harbour, Most participants â€" including Sheridan College students posing as members of the media â€" watched from atop the dock as sevâ€" eral boats were launched to check the mock spill. The Oakville Fire Department will have their Classic Fire Engine at the Park, and there will be booths featuring various crafts within the Park. One of the vessels was Petroâ€" Canada‘s brand new sea truck â€" a workboat designed specifically for oil spill response. But an investigation revealed that a tugboat, which would normalâ€" ly have been used by McKeil for a spill, was out on other work, Friendly said. As a result, McKeil had to use another tugboat which was slower. The "White Elephant" table will be back again, along with the Oakville Humane Society, who will sponsor a "Bow Wow" contest (ALL dogs welcome), and provide the expertise for judging. The vessels maneuvered a floatâ€" ing barrier on the dock‘s east side to corral the imaginary spill while Petroâ€"Canada officials called in McKeil Marine Limited, an oil spill cleanup contractor in Hamilton. McKeil wasn‘t forewarned of the exercise and was purposedly told the spill was the real thing to check out its response, Friendly said. The contractor took at least 30 to 45 minutes longer to arrive than expected, he said. Friendly said Tuesday‘s exercise was conducted to ensure Petroâ€" "We‘ll have to take that into conâ€" sideration in our plans."
