The plan must next be approved by Halton Regional Council. The 132 page Halton Urban Structure Plan (HUSP) was presented to the public works/adminisâ€" tration and finance committee Wednesday. Of paramount importance is just how the region will finance the program. Conventional financing would create higher development fees for builders. Regional staff discarded the idea and recommendâ€" Always fresh ed financing that involves partnerships among the region, benefitting landowners, a private sector conâ€" sortium and the province. If the plan is approved by council next week, the region will begin testing the waters by seeking out those partnerships. Burlington Mayor Walter Mulkewich praised the document that he said "would allow Halton to manâ€" age future growth as opposed to being victimized by 1€." Part of the plan envisions a new fresh water pipeline from Lake Ontario to Milton that will cost $550â€"million. The project will be necessary if Milton is to grow.
