It also owns 8,000 acres of land on which it pays, unlike other govemâ€" ments, full property taxes â€" $196,000 annually. On that, Krantz said he sides with the HRCA. “It’s unfair,†he noted. V‘__w_° ___ .. . IThe HRCA manages water, forests, wildlife, provides outdoor education and recreation, does flood plain map- ping, and prohibits development in flood susceptible areas. Legislation prohibits municipalities from withdrawing from the authori- ties; only the province can disband authorities by revoking the act. The Conservation Authority Act was established in 1948. In 1956, Halton municipalities established the 12-Mile Creek Conservation Authority, which later amalgamated with the 16-Mile Creek Conservation Authority to form the HRCA. Similar “sabre rattling†has occurred at Halton’s Police Services Board, said Krantz.
