It was determined during the hearâ€" ings that threeâ€"quarters of a ton of parâ€" ticulate is emitted from the plant per hour. Bart says a Ministry Certificate of Approval served to SLC to test for the quantity and composition of a wide variety of materials â€" including PCB‘s, dioxins and heavy metals â€" was a direct result of testimony by experts she énlisted during the Appeal Board proâ€" cess. Near the end of the hearings, SLC submitted a draft proposal containing ways to achieve what Smith calls a "reasonable solution" to it‘s dilemma that would iron out the differences between the company and the Ministry. Smith now says he hopes this forms the basis of the new order when it is announced Sept. 27th. On Nov. 29th, however, SLC announced it received executive approval to install the baghouse. Now that the company has said it will comâ€" ply with the original order â€" what Bart calls the "minimum" â€" she wonders what the board will do armed with additional information presented durâ€" ing the hearings. The hearings began late in 1992 after SLC appealed a Ministry of the Environment (MOE) order that the company install a baghouse to control emissions from its smoke stack. SLC â€" which maintained it wanted to prove whether a baghouse would or would not be effective before installing one â€" used a pilot plant designed to simulate emissions comparable to its main stack, to test these emissions, identify the causes of opacity and to seek soluâ€" tions to it. The facility was eventually "Obviously we are very interested. It has been a long time and we are eager to get the results of the board and get on with the job," he said. "I would hope there are no surprises. Whatever the outcome we have to view it posiâ€" tively and move forward. We are enviâ€" ronmentally responsible and we want to demonstrate that to our critics." Neither SLC nor RACCP will receive advance information about the board‘s findings so both sides will have to simply wait and see. Stewart Smith, general manager of SLC‘s Mississauga plant, said he is happy the day of reckâ€" oning is near. "There will be no one else‘s spin on this," she said. For Julie Bart, chairman of Residents Against Cement Company Pollution (RACCP,) the meeting has been a long time coming. After countâ€" less hours of testimony spread out over 18 months, she is eagerly awaiting a decision free of prejudice by an "impartial judge and jury." The board, chaired by Knox Henry, will reconvene Sept. 27th at 8 p.m. in the Town Hall council chambers to disâ€" cuss its findings and answer questions from the public. hile a date has finally been f set for â€" the belated Environmental Appeal Board decision on St. Lawrence Cement, what remains unknown is just how far that body will go analyzing the company‘s procedures.
