This increase is the largest since the secâ€" ond quarter of 1990 when mortgage credit grew by 3.3 per cent. According to the latest edition of Mortgage Market Trends, a publication released today by Canada Mortgage and Housing Corporation, the growth of mortgage credit is a result of improving consumer conâ€" fidence coupled with rapid job creation. "These factors boosted housing demand and mortgage activity despite rising interest rates during this period," reported Marc Pellerin, CMHC‘s Capital Markets Economist. "Both the new and existing home markets conâ€" tributed to the jump in mortgage credit," he added. New home starts reached their highest level in two years, climbing 9.7 per cent to annual rate of 166,700 (adjusted for normal seasonal patterns), while sales of existing homes remained at a high level of around 320,000 units. This issue of Mortgage Market Trends also describes a survey with clients of CMHC‘ s First Home Loan Insurance (FHLJ) program. The FHLI program allows firstâ€"time home buyers to purchase a home with only five per cent down instead of the usual 10 per cent required by lenders. The FHLI program also applies to buyers who find themselves in special circumstances such as a marital breakup or a move to a new community for employment reasons. The survey reveals that 72 per cent of FHLI clients who bought a home between June 1 and December 31, 1993, would not have done so that year without the program. With an average age of 33 and total houseâ€" hold incomes of $52,246 most clients moved from rental accommodation into home ownerâ€" ship. Eightâ€"nine per cent were former tenants who had rented homes for an average of 8.5 years before making a purchase.
