TORONTO Housing lots would eliminate Riggs Road rightâ€"ofâ€"way By HOWARD MOZEL Oakville Beaver Staff TA he sword of Riggs Road â€" _ one of the lingering loose ends in the "Burlâ€"Oak Plan" â€" may soon be lifted from over the heads of west Oakville residents. On Sept. 29th, concerned resiâ€" dents and the Town‘s Planning Services Department struck a deal that would â€" if approved by Council later this month â€" finally settle the decadesâ€"old Riggs Road rightâ€"ofâ€" way issue. In a nutshell, the pact permits a smattering of housing lots at a couple of intersections, but maintains much of the greenspace many in the community wanted all alonge. "The big sigh of relief will be heard on Oct. 24th," said Cameron McDougall, a spokesman for many neighboring residents. "Those who have been following this very closeâ€" ly are very excited." "I think it‘s totally appropriate," he sald "The road is really not necâ€" essary." Ward 1 councillor Ralph Robinson, who has been involved with the issue for years, was also satisfied with the outcome of the meeting. That conclusion has been drawn many times. In preparing their input to the Environmental Assessment Study for the Twelve Mile Creek/Burloak Drive _ Area, McCormickâ€"Rankin Consulting Engineers acknowledged Riggs Road is redundant as a road allowance. The EA, which was approved in May, recommended that Riggs Road be excluded from the proposed master transportation network and not be constructed. Nearby residents â€" who have referred to Riggs Road as a "dinosaur" â€" have been pushing for Council to officially dedicate the 35â€"metre wide rightâ€"ofâ€"way as parkâ€" land in the Official Plan but counâ€" cillors, fearful of tying the Town‘s hands, opted for further study. Several options later devised by staff were presented at Thursday‘s meeting. The removal of the designated alignment of the proposed future roadway from the Official Plan would revert the rightâ€"ofâ€"way lands to Low Density Residential. In last week‘s compromise, housing lots would be created at points of interâ€" section of the rightâ€"ofâ€"way and sevâ€" eral cross streets. These include Bridge Road (four lots,) Hixon Street (four lots) and possibly a small commercial site or municipal facility at Lakeshore Road. There will be no new homes at the intersection of Rebecca Street. Most of the rightâ€"ofâ€"way would remain as open space with a walkway system between or around these new lots. "Assuming Council approves this, it puts it to bed," said Robinson. "As soon as homes are built the road is finished." If approved in principle on Oct. 24th, the Official Plan amendment necessary to remove the road allowance would be drafted then be passed on to the province.
