"We believe that any such exploitation of individuals is both lint})llerablc and unacceptable." 3 "We depend on the victim, the client, to do the reporting, a process which is less than sympathetic to the client‘s allegations. k / One of the major problems in conâ€" trolling such abuses is a lack of a govâ€" erning body, such as the College of Physicians and Surgeons of Ontario which overseas all doctors‘ practices, to which all counsellors and therapists must be accountable, stated the group. However, said Bennett, those employed by social service agencies are accountable to their employers. "The media has made us aware of sexual misconduct among doctors and this has helped raise the consciousness of the issue in society," said Bennett. The majority of therapists and counsellors, including social workers, physicians, psychologists, teachers, lawyers, clergy, psychiatrists, nurses and private practitioners, were described by Swanston as "ethical individuals" who maintain a moral code of conduct when dealing with patients and clients. However, there are "serious allegaâ€" tions which have emerged in the Halton community which clearly indiâ€" cate that client (and) patient abuse is present," said Swanston. In a statement read by Barb Swanston of Burlington, a private therapist and a stress management instructor at Sheridan College, the group came together "as a proactive response to client disclosures regardâ€" ing questionable behaviors by profesâ€" sionals and paraprofessionals from whom they had sought service. ""Some of these behaviors included taking advantage of the client‘s emoâ€" tional distress and needs," said Swanstan, "crossing the boundary between a ‘professional‘ relationship into a personal or business relationâ€" ship, thought manipulation, inapproâ€" priate touching and sexual contacts. Many victims don‘t recognize their abuse, nor do they have the capability to lay a complaint, as they are seen as being unstable and regarded as fantaâ€" sizing their stories. Their history is used against them. Clients are very hesitant to lay a complaint." The brochure, outlining the type of professional conduct clients and patients are entitled to from their therâ€" apist or counsellor, is the culmination of 1 1/2 years of informal meetings held about every two months. Their concern, growing from complaints they have received, brought them together to "break the silence on proâ€" fessional abuse," said Bennett, who called the press conference. This often deters them from pressing on with the complaints," said Bennett, adding he is aware of specific situaâ€" tions. "There is no governing body" to" hear complaints of professional misâ€" conduct at the hands of counsellors and therapists, nor a licensing criteria. "You need a licence to fix cars, to prove you‘re qualified, but anybody can hang a shingle at their house and say they‘re a private counsellor or therapist (working from home). There are no licensing requirements and no regulations. You‘re running the risk of people getting victimized. "The onus is on the client, the vicâ€" tim, to complain, and it‘s frequently their word against the therapist or counsellor," continued Bennett.
