"The number one priority of the regional chairman is to be able to have a good solid working relationship with Queen‘s Park, and I feel that is my strength," said Sparling. Sparling believes he could also win support from councillors outside Oakyville, because he has always been sensitive to the concerns of North Halton residents and shares the same business concerns of Burlington counâ€" cillors. While Sparling has been canvassâ€" ing for the support of his regional colâ€" leagues, since the end of the municiâ€" pal election, Flynn said on Tuesday morning he had just decided to take a run at the job. His main reason for running, said Flynn, is to work towards having a regionâ€"wide election for chairman in the 1997 municipal election, if not sooner. "My number one aim is to make sure we never have to do this again," said Flynn. Flynn said he does not support arguments that the region is too big a constituency to run a political camâ€" paign, or that the electorate would have trouble understanding the role of the regional chairman. In order to change the selection process, the region would have to petition the provincial government, but he doesn‘t see that as a problem. "If you‘ve got enough people to help you, it doesn‘t cost that much (to run)," said Flynn. ‘"I‘ve got enough faith in people that maybe someone in Halton Hills would understand that a person in Oakville would make the best regional chairman, or that someâ€" one in Oakville would understand that someone in Halton Hills would make the best chairman." While at least two local candidates will be seeking the post, Mulvale says it is not "necessarily important" for the next chairman to originate from Oakville. In her opinion," A responsible regional chairman has to take on a regional perspective." Mulvale believes an ideal regional chairman should demonstrate leaderâ€" ship ability, healing powers, a regional vision, a vision for the Greater Toronto Area (GTA regional chairs meet as a caucus) and a "willingness to put themselves out of a job." Without mentioning names, Mulvale indicated there are council members she believes could blossom as a regional chair. "It is important to look at their strengths; how they handle tough issues; how they think on their feet.," she said. "It is more important to look at their political track record than on their ability to crack a oneâ€"liner."
