The Oxford English Dictionary defines `education' as being: a) systematic instruction and b) development of character or mental powers. My experience in adult education suggests that a participant in the process must be both willing to learn and also understand the benefits of completion of the course. To this end, a training objective is stated at the beginning of the session and the content is presented in a manner that will provide not only a learning experience, but will also improve skills and abilities. The program adopted by the Town and Region doesn't meet the dictionary definition, nor does it satisfy the criteria of adult education. Instead, it relies on a process common in communist and fascist dictatorships know as propaganda. This is not only ineffective, but also insulting to people in a free society who have the ability to make personal decisions and take responsibility for their actions. D. M.
