Oakville MPP and Parliamentary Assistant to the Minister Responsible for Democratic Renewal Kevin Flynn announced Wells' appointment Wednesday. "We believe that the shape of Ontario's democracy is a matter for Ontarians to decide," Flynn said. "That's why we're appointing these members of the Citizens' Assembly." The Citizens' Assembly on Electoral Reform is bringing together a random cross-section of Ontarians to assess the current electoral system and others, and recommend whether Ontario should keep the current system or adopt a new one. If the assembly recommends a change in the electoral system, that recommendation will be put to a referendum within the government's current mandate. This process will empower Ontarians to decide the shape of Ontario's electoral system. "This is such an exciting opportunity to meet different people and be immersed in the electoral process," said Wells. The 52 female and 51 male assembly members representing each of Ontario's ridings were randomly selected from the Permanent Register of Electors for Ontario by Elections Ontario. Among them is Wells, who has lived in Oakville all her life, but aspires to travel. She lives with her mother, sister and brother, as well as a dog, cat and three rats, Astro, Ticker and Riley. Wells is currently completing her secondary school diploma in Toronto. In her spare time, she enjoys writing, drawing and has an interest in politics. Being selected for the Citizens' Assembly is timely for Laura who recently completed a civics course, including a component on electoral systems. The selection process began in April and concluded in June. Citizens selected at random by Elections Ontario were contacted by mail. Those interested in serving on the Citizens' Assembly were invited to attend one of 29 selection meetings that were held across the province. One assembly member and two alternates were selected to represent each electoral district at each meeting. "On behalf of the citizens of Oakville I offer congratulations and thanks to Laura Wells for accepting the opportunity to join the Citizens' Assembly," said Flynn. "This is an unprecedented opportunity for Ontarians to participate in strengthening Ontario's democracy." The assembly will operate independently of government. If the assembly recommends a change in the electoral system, that recommendation will be put to a referendum within the government's current mandate. Then, depending on what they learn and hear, they will recommend either keeping the current electoral system or adopting a new one. Ontario currently uses a singlemember plurality, or first-past-thepost electoral system. Each riding elects one MPP. Each elector casts one vote for a single candidate in a riding. The winning candidate is the one who receives the most votes in the riding. The assembly will issue its final report outlining its recommendation on or before May 15, 2007.
