But players brave enough to battle the elements may soon have that opportunity. As a result of a proposed agreement between the town and the Oakville Soccer Club (OSC), a new all-weather sports turf field may soon be under construction at River Oaks Community Centre. The $800,000 artificial turf field, intended to be completed by next May, will extend the possible soccer season from the beginning of March to mid-December. Grass soccer fields can't be used early in the spring or into the fall because of the damage done to the wet ground. They also can't be used after heavy rains, and must be rested regularly, to allow for maintenance and turf recovery. The synthetic turf that would cover the River Oaks field can be used continuously without damage, and in any weather. Not only would the new field allow more soccer to played in Oakville, it would also save the town $450,000 over the next 10 years, town commissioner Domenic Lunardo told Oakville councillors at Wednesday night's Community Services committee. The costs of building and maintaining the field will be paid by the soccer club, which will lease the lands from the town for a nominal fee for the next 10 years, after which the town will retain ownership of the field. "The development of artificial turf sports fields has become very popular in municipalities," said Lunardo, who noted the deal with the soccer club would save the town about $19,000 a year in maintenance items. The town will also avoid the need to spend about $300,000 to replace the turf, which will be required in the next few years. The agreement, which was approved by the council committee but still requires ratification by council Monday, would allow the soccer club to keep revenues earned from renting the field. However, any surplus revenues generated once field maintenance costs are covered would be deposited in a town-administered fund to be used toward future development of soccer fields. The agreement also requires the club to reserve 14 hours a week for use of the field by other community groups. Committee members, who unanimously approved the agreement with the soccer club, lauded the partnership as a good way to provide a badly-needed service and "playable hours" to the soccer community. "Soccer seems to be something that is a passion for Oakville residents," said Ward 5 Councillor Jeff Knoll. "This proposal answers a need that has been identified clearly and succinctly in the town's master plan." The new field, which will replace the existing grass field, will also use the existing lights. Although the field could be lighted between dusk and 11 p.m., seven days a week, for almost 10 month of the year, town staff said they heard very little from residents. Brian Hopkins, a candidate running in Ward 5 in the upcoming municipal election, did present a petition with seven signatures of residents opposing what he described as the "de facto privatization" of recreation services. Town staff noted the field is separated from nearby residents by a large, treed berm, and the TransCanada Pipeline corridor, and said they haven't received complaints about existing field use. Jean Gandubert, CAO of the soccer club, noted that the town badly needs more soccer fields, and that the artificial turf field will help address that need by increasing available playing time. He added that the not-for-profit club, which is the largest community sports organization in Canada, maintains a waiting list of players who can't be accommodated because of the shortage of town soccer fields.
