He told Town council Monday night that by his figures there are more than six revenue-dead months where butterflies aren't about, skat- ing outdoors isn't an option and visits from students are limited by a September to June school calendar. "The amount of time to generate revenue is less when you factor in rainy days," said Lansdown. Last May council approved $500,000 cash-in-lieu of parkland toward development of the park and rink at Bronte Heritage Waterfront Park. As part of this agreement the Town's treasurer requested a business plan from the charitable group. Requested revisions haven't been presented yet to Town staff and a second public meeting, one of the conditions set out in the memorandum, hasn't been scheduled by the Foundation. The Bronte group envi- sions a year-round attraction that includes a water feature, winter skating surface and outdoor butterfly park with native trees, bushes and shrubs on 3.5-acres of waterfront parkland that sits adjacent to Bronte Harbour. Already a cedar gazebo at the site has been erected. Construction on the park is expected to begin in April 2007 and be close to completion by November 2007, in time for winter skating season. Lansdown said he wanted a business plan with detailed assumptions of revenue potential in place to make sure the Butterfly Park and Winter Skateway makes business sense. "If it could be achieved it would be a great addition to Bronte, as long as it's within the parameters we set for ourselves," added Lansdown. Only Ward 2 councillors Cathy Duddeck and Fred Oliver didn't support council's recommendation to give the Bronte Butterfly Foundation more time to prepare its comprehensive business plan. Council expects a report by January 2007, which is when the Foundation must also confirm that it has collected 75 per cent of the $3.61 million required for this project in cash, donations and services in kind. Mayor Ann Mulvale added that if the Foundation doesn't meet its financial timeline the memorandum is dead. Already funding has come from TD Bank's Friends of the Environment and the Ontario Trillium Foundation. In-kind donations of equipment and services have come from Xerox Canada Limited, Metrus Development Corporation, D'Orazio Group of Companies and Custom Cupola & Steeple Co. Ltd.
