Following more than 11 hours of delegations and debate spread over three evening meetings, nine councillors and Mayor Rob Burton voted to adopt a bylaw prohibiting most pesticides across the town. Only Ward 2 Councillors Fred Oliver and Cathy Duddeck, and Ward 3 Councillor Keith Bird, voted against the bylaw. Applause from the audience of about 50 people followed the vote, which Ward 5 Councillor Jeff Knoll had described as "a defining moment for this council." This is the third successive term of Oakville council to consider regulating non-essential pesticide use. The first discussion resulted in the placing of a referendum question on the ballot for the 2003 municipal election, which saw 52 per cent of residents vote against a ban. In the last term of council, a motion to regulate pesticide use failed on a sixto-six tie vote. The results of the referendum played a significant role in defeating the motion. Citing a third-party public opinion poll conducted in Oakville last weekend, Knoll argued that people's attitudes have changed since 2003. The $3,000 poll, paid for by Knoll, Gardens Off Drugs, Oakvillegreen Conservation Association Inc. and individual contributors, found that 64 per cent of residents questioned said they support banning the use of pesticides. In what community members have called a "heartbreaker of a decision," issued Feb. 7, the OMB approved the relocation of the heritage buildings within the Quadrangle site to facilitate the future redevelopment of the property.
