Though it was requested, the Province said no one was available. "The Ontario Municipal Board has shown a disappointing lack of understanding of the importance of heritage buildings," said Ward 1 Councillor Ralph Robinson. "The Provincial government failed us by not appointing a Conversation Review Board (CRB) member to the joint hearing OMB panel," said Robinson. "The decision itself is a heartbreaker," said Bronte resident, Andrew Bruce, the architect who designed the new Oakville Trafalgar High School (OTHS) on Devon Road, and who had his own lawyer represent him at the OMB. "I think the main reason we lost this was that the Province was not able to appoint a CRB person," said Bruce. The Town had argued before the OMB that the heritage merits of the buildings warranted they be conserved where they stand. In approving the relocations, however, the OMB ordered the continued protection of Glendella House (a former residential home) and Art Gallery (the old Post Office) through the designation of the properties at their new, relocated sites. "Preserving Oakville's heritage is a top priority for the Town," said Oakville Mayor Rob Burton. "While we would have preferred the heritage properties stay in their current locations, we are at least pleased the OMB has taken steps to ensure the developers will follow through on their promise to restore the buildings so their history can be preserved," stated Burton in a Town press release. The Feb. 7 ruling was phase one of a two-part hearing regarding the redevelopment proposal, submitted by the developer on July 12, 2005. The proposal sought to allow development for the property that includes much of the Quadrangle, which is bounded by Bronte Road, Marine Drive, Jones Street and Ontario Street. The board will now hear evidence on the form and scale of the development during part two of the hearing -- yet to be scheduled. The board has, however, indicated on a preliminary basis that a combination of apartment buildings and townhouses would be appropriate. The development proposal includes a 12-storey building along Jones Street to Ontario Street where the Glendella House is located, and a six-storey building on Bronte where the Art Gallery is currently located. To accommodate the two buildings, the application proposed to move Glendella House and the Art Gallery.
