"There were a number of major businesses whose head offices moved out of Oakville. So, when you're fundraising through a workplace campaign and they move out, your work place campaign goes with them." Burton says the way people perceive Oakville may also have played a role in the reduced donations, down by more than 15 per cent from the 2005 campaign. "We tend to come across as a very strong, vibrant community, and we are, but we still have issues that need to be addressed," she said. The United Way of Oakville funds programs and services used by thousands of people through 31 health and social service agencies. These agencies help with everything from assistance to the elderly to community advocacy and planning to assistance for families and individuals in crisis. Burton says that even with the shortfall these agencies do not need to fear for their funding. "We're going to be able to maintain the same funding that they had last year" she said. The UWO will accomplish this by dipping into its reserve funds and adjusting its operating budget. The Community Capacity Building Grants program, in which the UWO provides a grant of $5,000 to different social service agencies in Oakville, will also be discontinued for 2007. Last year the UWO issued $65,000 worth of these grants that the agencies used to pay for such things as training, marketing and the purchase of new equipment. The UWO will also reduce its contribution to the Halton Healthy Community Fund, which works to create community-based projects that promote a healthier Halton, by $14,000. In the face of these reductions Burton is preparing for a stronger campaign for September 2007 that is intended to achieve maximum awareness of the vital role of the social services sector in Oakville. "We're really going to be starting almost immediately," said Burton. "That's kind of a soft campaign and what that is all about is building awareness.
