At its meeting Wednesday, Halton's planning and public works committee supported having staff create a Take it Back program to enhance extended producer responsibility, which means producers and manufacturers would be held accountable for their products' entire lifecycles and environmental impacts. For example, the initiative could see plastic shopping bags returned to "This initiative is anticipated to divert materials from the landfill, provide a convenient service to residents and transfer the costs to manage these materials from Halton Region to the producers." Peter Crockett, Halton Commissioner of Planning and Public Works supermarkets for recycling or used batteries and cell phones taken back to stores that sell them. He also pointed to a recent survey that showed 70 per cent of Ontarians desire to recycle their plastic bags. "Citizens want stores to provide the opportunity to recycle," he said. Gillian Earle of Miltongreen suggested the program be mandatory for producers, while Sierra Club waste diversion campaigner Rod Muir said he doesn't think the Region needs to be involved with the issue at all. "The industry has been charged (by the Province) with developing their own Take it Back program," he said. "Let them develop it. Let them pay for it." The motion ultimately supported by the committee calls for staff to report back to council in the fall with a Take it Back program plan, along with an implementation and communication strategy. It also asks for the regional chair to write to the Province and various organizations requesting appropriate legislation and policies to enhance extended producer responsibility initiatives that would increase waste diversion and decrease the pressure on Ontario landfills. The resolution will be on regional council's agenda Wednesday.
