The group says it was unable to secure a commitment to land use, capital funding or operating costs from the Town. "As a result, we have no choice, but to conclude that financial support from the Town is not currently available," said Martini-Miles. "Instead, the Town wishes to embark on another costly and lengthy cultural study and is not willing to commit to any funding in the interim." The Town's manager of cultural and heritage services Claire Loughheed is responsible for seeing the cultural study through to its proposed summer 2008 completion, and says it's a necessary step before any building begins. "Until we have completed the cultural plan, it is not appropriate for the town to commit resources," she said. "Until we have a very clear sense from the people who live here of what the needs are, and what the gaps are, it would be inappropriate to allocate taxpayers' money to build anything." The cost of the study is $72,000. "We need to speak to the entire community. There are people who don't want their taxes going towards culture, for use for the arts," Loughheed said, adding the study will look at the concerns of various residents. CommUnity Arts Space did complete plans and a feasibility study that showed "there is a need for this facility, and there is tremendous community support for this," said Martini-Miles. "The existing facilities are not adequate." MASS was offered use of Queen Elizabeth Park High School after it shut down, Loughheed said, but the organization rejected the building because it wasn't in an ideal location. MASS was asking for $25 million for the facility, but the price tag, she said, "might be more like $45 million. It might not be one building we need, but several." Loughheed says her hope is that those involved with CommUnity Arts Space will remain at the table for future discussions. The outgoing board is urging its members and volunteers to throw their support behind the Oakville Arts Council (OAC), as the Town has said that any investment in the arts would come through the Council. "The Arts Council has faced considerable challenges in the past and will welcome any support to overcome previous constraints and shortfalls," said MartiniMiles. "This would help the OAC to become a powerful voice and ear of the arts in our town." It's her hope that the Town of Oakville "doesn't just get a study" out of it all. "(We hope) that the Town of Oakville gets a study that tells us how best to build something," she said. "We just want to make sure that they actually really, really spend this money properly now." Halton-Hamilton Source Protection Committee Notice The Clean Water Act, 2005, ensures that communities are able to protect their drinking water supplies through the development of collaborative, locally driven, science-based source protection plans for watersheds across the province. The process will be achieved through the Source Protection Committee. The role of the committee is to guide the development of the source protection plan and to ensure that all relevant information is being taken into account when protecting our sources of drinking water. The Source Protection Committee will be responsible for developing three pieces of documentation that will complete the source protection planning process: 1) a terms of reference, 2) an Assessment Report and 3) a Source Protection Plan. The Halton-Hamilton Source Protection Committee will be comprised of 15 members, plus the Chair. To ensure representation from a variety of groups, the committee will consist of one-third municipalities (self-selected), one-third sectoral and one-third general public. The proposed breakdown for the Halton-Hamilton Source Protection Committee is as follows: · 5 members representing the municipalities for Halton, Peel, Puslinch and Hamilton, which are self-selected by the council of municipalities; · 2 members representing the agricultural sectors; · 1 member representing the aggregate industry; · 1 member representing the home builder industry; · 1 member representing the commercial industry in recreation or other interests; · 2 members representing the environmental non-governmental organizations; and · 3 members representing the public interest at large.
