They're in charge of maintaining the roads in the province, but all too many municipalities are falling short on cash for upkeep. The dilemma is local governments are in charge of maintaining 90 per cent of Ontario's roads, yet it's the provincial and federal bodies that both hold the purse. Despite the federal and provincial governments taking in approximately $7 billion from Ontario motorists each year, municipal governments are expected to fund most road repairs through property tax revenues. The CAA is using the Oct. 10 provincial election to generate change. An online citizens petition at www.worstroads.ca is being compiled asking Ontario's political party leaders to demand their fair share of the gas taxes. Ontarians concur. In an online CAA poll currently underway 89 per cent of voters strongly agree that the province should dedicate a portion of the gas taxes collected from Ontario motorists each year, to pay for local road repairs. In the meantime, drivers are nominating their worst roads at their local mechanic's shop and on the CAA website. The CAA's "So far, Oakville has earned a handful of drive sore spots." CAA Worst Roads poll provincial affairs specialist Kris Barnier said the list makes local leaders act. Since the Worst Roads poll started in 2003, each year more than 95 per cent of municipalities put nominated roads atop their annual repair schedules. Lakeshore Road has three votes so far for its numerous potholes, uneven pavement and narrow lanes between Burloak Drive and Mississauga Street, and between Bronte Road and Burloak. Speers Road between Kerr Street and Third Line, Rebecca Street between Third Line and Bronte Roads and the QEW between Third Line and Burloak Road are also problem areas according to the drivers who have registered their complaints on the `Worst Roads' website. Speers Road around Morden gets Mark Bergasse's vote. He's the owner of Mark's Auto Service and has dealt with the peril caused by poor roads on customers' cars. A mess of broken coil springs snapped by deep potholes, worn out ball joints, and blown tires are scattered on his Wyecroft Road repair shop by way of evidence. Those potholes and uneven surfaces not only do a number on a vehicle's alignment, tires, rims and suspension, but on your wallet too, in wasted gas and repair costs that run a minimum of $500 up to $2,200 depending on a vehicle's make and model, said Bergasse. It's the same costly expense with the brakes, which wear down prematurely while sitting in congested traffic. Idling vehicles also waste fuel and throw out 77 per cent more carbon dioxide. Regular inspections every three months or 5,000 kilometres can help keep potential problems in check, added Bergasse. Like a car, ongoing road maintenance is less costly than a repair. It costs $1,000 for the upkeep of each lane per kilometre of road surface over the first 12 years of a road's life. Waiting 15 to 17 years to do something drives up the cost to $250,000 per lane kilometre. It's the same with a leaky roof, explained Barnier. Put a shingle on to fix the leak at the start solves the problem.
