The Halton Regional Police Service tabled its 2008 operating budget, Thursday, seeking an 8.2 per cent increase -- largely to cover extra staffing costs. The $99-million budget would cost a Halton property taxpayer with a $300,000 assessment an extra $23 for policing. The board approved the budget after listening to a presentation by Halton Police Chief Gary Crowell in which he outlined the need for the extra cash. The budget now goes to Halton Regional Council for final approval. Crowell attempted to put the numbers of the budget request into perspective. "The Halton Regional Police Service has one of the lowest cost-to-population ratios in Canada. The Halton Regional Police Service has one of the lowest staffto-population ratios. We have one of the lowest management-to-staff ratios. The demands for police time are increasing due to the changing type of crime in our community and also due to legislated complexities and the judicial system. Local partnership initiatives and numerous projects are competing for staff resources," said Crowell. "We continue to be one of the safest communities in Canada." "We are aware of the board's objectives in demonstrating prudent use of taxpayer dollars and the need to ensure a safe community. The challenge for the board and management is in balancing the need to service a growing community, respond to mandated and legislated changes in service delivery, but within a fiscally responsible request for resources and funding," said Crowell in a report to the board. "We believe this year's financial submission achieves that balance in bringing in a funding request considerably less than anticipated by Regional Council." Crowell noted the need for new officers was partially behind the increase in 2008's budget request and that the situation is urgent as currently 51 officers are eligible for retirement with another 40 reaching that eligibility between 2008 and 2012.
