"Expanding this Land Transfer Tax refund is an important part of our government's commitment to helping Ontarians buying their first home," Finance Minister Dwight Duncan said. First-time buyers of resale homes, as well as newly constructed homes, would be eligible for a refund from the provincial government of up to $2,000 of the Land Transfer Tax paid. The expanded Land Transfer Tax Refund Program for First-time Homebuyers is part of a $3-billion package of business tax incentives and investments in skills, training and infrastructure announced in the 2007 Fall Economic Outlook and Fiscal Review. Ontario's economy has been challenged by external factors. In response, the McGuinty government package strengthens Ontario's economic advantage. I recently reported that the outlook for the housing market continues to be very upbeat. Housing starts will remain above the 200,000 unit threshold for a seventh consecutive year in 2008. Inflation will remain modest at about 2 per cent per year over the medium term. As a result, both short and long term interest rates will be fairly stable going forward. Population growth is a key driver of housing demand as net migration is forecasted to continue to rise steadily. The Land Transfer Refund Program amounts for almost $300 million over three years.
