12 - The Oakville Beaver, Friday February 8, 2008 www.oakvillebeaver.com NDP guest speaker accuses Harper of abusing security measures By Melanie Cummings SPECIAL TO THE BEAVER Paul Chenier, a Toronto social justice activist and federal and provincial Marxist-Leninist candidate since 1997, believes Prime Minister Stephen Harper is laying the groundwork for Canadians to be treated as unlawful enemy combatants. Chenier was the guest speaker at the Oakville NDP's recent annual general meeting. He bases his assertions on statements Harper made in last October's 2007 throne speech. "The essence of the Conservative throne speech...is that anyone who does not agree with the Canadian values espoused by the ruling circles of Canada is tantamount to an unlawful enemy combatant and it is thus justified to deprive them of their civil rights." Toronto activist Paul Chenier "The essence of the Conservative throne speech...is that anyone who does not agree with the Canadian val- ues espoused by the ruling circles of Canada is tantamount to an unlawful enemy combatant and it is thus justified to deprive them of their civil rights," said Chenier. He added that Harper is intent on deeming those who do not submit to the status quo as `unlawful enemy combatants' because they pose a threat to national security and the good of Canada. Chenier and re-elected Oakville NDP riding president Brian Hopkins both pointed to the incarceration of 12 men and five youths on terrorism charges in June 2006, and the gov- PET Profile FEATURING... ernment's decision to add two years to Canada's military role in Afghanistan, extending duty to February 2009. Chenier added that Harper's promise to strengthen the AntiTerrorism Act and to respond to the Supreme Court decision on security certificates would stop those who would threaten our cities, communities and families. Canada's Anti-terrorism Act became law on Dec. 18, 2001. It gave police sweeping new powers, including the power to arrest people and hold them without charge for up to 72 hours, if they're suspected of planning a terrorist act. It also made it easier for police to use electronic surveillance in their investigation of suspects. "Canada is a country under siege due to the transmission of ideas and ideology," said Chenier. According to Hopkins, "only the NDP, along with its allies in progressive organizations and the labour movement, are putting forth solutions to the problems of environmental ruin, poverty, and the marginalization of citizens and civil society." The association is preparing for an upcoming federal election, which may take place as early as this spring. "With a federal campaign looming, we're looking forward to running on issues that matter to Oakville, such as good paying jobs, decent health care and education, a commitment to global peace and security, and most importantly, a government that actually listens to people," added Hopkins.
