Zheng's team, the Bruins, finished first in the tournament, which saw 36 students compete in six teams from four schools. Another River Oaks team, the Jaguars, placed second in the competition. The ability of the Ontario Municipal Board (OMB) to override planning decisions made by town council has long been the bane of Oakville's local politicians. For years, councillors have been complaining that the provinciallyappointed board has run roughshod over local opinion, often imposing unpopular developments on the town. But Oakville's mayor says those days are over. "I'll say confidently that we're not losing any more cases at the board," Mayor Rob Burton told a meeting of Bronte residents on Tuesday night. Burton said that changes made to provincial legislation, combined with a new planning framework in Oakville, have developers shying away from taking their proposals to the OMB. New provincial rules, which came into effect in at the beginning of 2007, closed some of what Burton called "loopholes," which many critics saw as giving developers unfair advantages before the board. "It's much better than it was," he told about 40 people gathered for the annual general meeting of the Bronte Village Residents Association (BVRA). The mayor's assurance of future successes before the OMB came shortly after BVRA president Brian Miller introduced a recently-released report calling for changes to Oakville's planning process.
