The Halton Regional Police Service is currently ironing out the bugs from a pilot project known as Speed Eye. Operating in Milton and Halton Hills for the past few months, Speed Eye is essentially a standard radar message board, but with a couple important differences. "It does data logging, so it allows us to track vehicle speeds for our study, so we can analyze whether there's a speeding problem in that area," said Sgt. Derek Davis, Halton Police. "The other feature it adds is it's got a video camera inside it and the video camera is set to go off at certain speed thresholds. For example, in a 50km zone anyone going 56 km over or whatever we designate, the camera will trip on and capture that vehicle as it drives by." Offending drivers receive no fine, but rather a letter from police complete with a picture of their car, how fast they were going and a list of what the consequences would have been if a police officer had been there to catch them. Police are hoping the realization of just what their speeding could cost them in money and demerit points will scare drivers straight. "It's a straight educational tool in that mode. It is not used for charges and the video is not to identify the driver. It's simply to identify the vehicle as it passes," said Davis. "We set it for vehicles that are speeding at any level that would incur (demerit) points so Joe Citizen driving by and following the law will not be recorded." While Speed Eye may just be a reminder for people to slow down Davis still expects it to have an effect as in some cases the person driving the car will not be the registered owner who receives the letter. "If you're a parent and you're teenage son or daughter is out driving around and you get a warning letter, that may have a very good impact," said Davis. "People should want to know if their vehicle is being driven in ways it shouldn't be driven because they're the ones that are going to have to deal with the collision and if they've loaned it out, that's their insurance policy that takes a hit, too." Police note that in the case of repeat offenders or vehicles driving at extremely excessive speeds, followups will be done in the interest of public safety. Davis noted that in Milton, one truck has already been caught on tape traveling 120 km in a 60 km zone. "We'll probably be conducting some speed enforcement in and around their address or their route to work or wherever they were caught," said Davis. "Or we'll be paying a personal visit." While Speed Eye has yet to be approved for use outside of Milton and Halton Hills, it already has its supporters, with Region Chair Gary Carr singing its praises during Thursday's meeting of the Halton Regional Police Services Board. "I just want to commend the police services, the deputies and the chief for this initiative. I think it's a really good one," said Carr. "We're working extremely hard to make our roads safe with our whole Road Watch program and this is something that's innovative. It's another example of the Halton Regional Police Service taking the lead."
