Critics of the funding model point to Brampton's Civic Hospital as a prime example of the dangers of this model. The new Brampton hospital, which opened in October 2007, cost $300 million more than the original projection of $350 million and only has three quarters of its promised beds. Supporters of the new Oakville hospital, however, say the problems with the Brampton hospital won't be repeated. Infrastructure Ontario, which works to renew the province's hospitals (including Oakville's), courthouses, roads, bridges, water systems and other public assets, uses an AFP model. The Brampton hospital was built under a Public-Private Partnership (P3) model According to Mehra, however, there is no difference between the two models. "P3 is the same thing as AFP... it's just a renaming of the same thing, and what it is, is just a packaging of privatization." Premier Dalton McGuinty's provincial government introduced the AFP model in 2005. According to its supporters, the model is able to build projects on time and on budget, while minimizing cost and schedule overruns. Terence Foran, Project Communications Advisor at Infrastructure Ontario, said that although the contract duration between the private sector and the government for Oakville's hospital is 30 years (five years more than Brampton's) Oakville will not end up in a similar situation. "Today, the government has had the benefit of using some of the lessons learned from other provinces and other jurisdictions around the world to create an alternative financing and procurement strategy (AFP) that best meets Ontario's needs and provides value for money," Foran said in an e-mail. The new Oakville hospital's functional program, which outlines the needs of the facility, is still under review by the Ministry of Health and Long-Term Care. The program is anticipated to be approved by early 2009 and will provide a clear description of the services to be provided in the hospital. Nonetheless, Foran said the number of beds would not be compromised in the hospital, as was the case in Brampton. He said the facility will have the capacity for 608 beds, and 479 of them will open in the first year. See Critics page 4
